On Saturday, February 20, 2010, of Silver Spring, MD. Beloved husband of 59 years of Dolores E. Howard; father of Gerald Bernard Howard, Jr. (Mary Ellen), Mark Emmett Howard (Anne); grandfather of Kelly Ann Jones, Lisa Christine, Shannon Kathleen, and James Kelley Howard; great-grandfather of Jonas Howard Solano; brother of Rosemary Zagone, Emmet and Frank Howard. Also survived by 27 nieces and nephews and their families. Chip was born on February 12, 1927 in Washington, D.C. to Julia Dowling and Frank Reynolds Howard. Chip served in the Navy from 1944 to 1946 on the U.S.S. Amphibian. Following which, he became a member of the United Brotherhood of Carpenters of America Local Union 528. He was also active in the American Legion, Knights of Columbus and the Social Oyster Club of D.C.
